(Rec. 12.40 p.m.) LONDON, February 23. The slow thaw has improved road conditions in most parts of Britain and tonight practically all the main roads were open to traffic. Conditions are still bad in Kent, Sussex and Surrey and several Kent villages received provisions by sledge.
