FIFTEEN POINTS OF AUSTRIAN TREATY DISPUTED

VIENNA, Oct. 11. The four-Power Austrian Treaty Commission, which yesterday concluded five months’ discussion, has issued a report listing 15 issues on which the Eastern and Western Powers still disagree. The five main issues are: — 1. The definition of what constitutes a former German external, asset transferable to Russia as reparations. 2. Border adjustments for Austria in connection with the Jugoslav demands on Austrian territory. 3. Jugoslavia’s reparations demands of about £37,500,000. 4. The military limitations to be placed on Austria. 5. The treatment of displaced persons and refugees remaining in Austria after the treaty becomes effective. An American spokesman for . the commission said that the discussions had at least produced concrete facts and would undoubtedly speed up the Foreign Ministers’ work at their meeting in London on November 25.
