The French Colonial Minister (Mr
Moutet) said that France required a guarantee that the terrorist, regime of Vietnam in Indo-China would end before peace woukj lie acceptable to France. “We returned to Indo-China on a basis of free agreement,” he said. “We are being subjected to. war, but it is not of our making. We have offered peace to all who desire it in the Annamite countries, but we will .not let one party alone impose it.”—Paris, September 24,
