Russia To Get Little Reparation From Japan
(Recd.-10.45 a.m.) WASHINGTON, July 11.
The Far Eastern Commission announced today a “basic postsurrender ' policy” for Japan which will make it possible to collect reparations from Japan in current and future production. The formula will give China the largest amount of reparations and Russia relatively little.
The new document says: “Japan shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind.” Reparations from Japan are provided through “the transfer of such existing Japanese capital equipment and facilities or such Japanese goods as exist or may in future be produced.” The share of Japanese reparations to the Allied countries will be determined on “a broad political basis, taking into due account the scope of the material and human destruction and damage suffered by each country’s contribution to the cause of Japan’s defeat, including the extent and duration its resistance to Japanese agggression.” The policy now agreed upon by the Far Eastern Commission has been
transmitted to General MacArthur for implementation and will be effective “until such time as the treaty of peace comes into force.” A new preamble to the Far Eastern Commission’s policy states that international peace and .security depend upon the complete destruction of the Japanese military machine and the prevention of the revival of Japanese militarism. . The Far Eastern Commission, has announced that it has finally reached agreement on a basic policy for political and economic control of Japan. The policy is, in fact, almost identical with the rules originally laid down by the United States after the Japanese surrendered and since followed by General MacArthur. However, the policy statement discloses that the 11 nations have not yet succeeded in reaching agreement on the handling of Japanese foreign assets. The statement also declares:— “Exports other than those directed to be shipped on reparations account or as restitution, may be made only to those recipients who agree to provide necessary imports in exchange or agree to pay for such exports in foreign exchange useable in purchasing imports.”
