Although the agreement was primarily a rental one, all the Governments hoped eventually that many tenants would buy their dwellings. In no circumstances, however, would a tenant be forced either to purchase or vacate his dwelling for a purchaser. A good tenant could occupy his house for life.—Canberra, Feb. 14.
