The Soviet Callous?

A report by General Mark Clark, Amencan Commander in Austria, reveals that Russia refused to aiscuss a request by the other Allied occupying Powers for oil from the Russian zone of Austria to help to combat the bitter January cold wave in Austria. There was a critical coal shortage. It was partly alleviated by the occupying Powers reducing their military coal needs. But, in addition to refusing any oil, the Russians reduced their coal consumption by only 15 per cent., compared with a 56 per cent, reduction by the Unjted States, 31 per cent, by Britain, and 42 per cent, by the French. —Washington, Feb. 12.
