BIDAULT FAILS
FRANCE STILL WITHOUT PREMIER (Rec. 12.15 p.m.) PARIS, Dec. 5. In a second ballot for the premiership the M.R.P. candidate, M. Bidault, failed to obtain the minimum of 310 votes required for re-election. M. Bidault, supported by the M.R.P. and Rightists received 240 votes. The Communists, Socialists and Radical Socialists abstained. ' Earlier M. Thorez, the Communist leader, withdrew as a premiership candidate. The National Assembly has deferred the third attempt to elect a premier until December 10.
