TURKEY’S REPLY TO SOVIET DEMAND “NO MODIFICATION” LONDON, October 17. The Turkish Prime Minister (Mr. Recep Peker) has authorised the correspondent of the Daily Telegraph to say that there is no reasonable ground for supposing that Turkey’s forthcoming reply to Russia about the Dardanelles will contain any modification of Turkey’s position. He said that Turkey could not accept the fourth article of the Russian demands, limiting the discussions to the Black Sea Powers, which amounted to bilateral conversations with Russia. Turkey also must reject the fifth article, demanding joint defence of the Straits. This infringed Turkish sovereignty and bore no relation to the Potsdam decisions or the Montreux Treaty itself. The Turkish Prime Minister said that it should be realised that the Russian threat was hindering the resumption of normal life in Turkey. The financial strain of maintaining partial mobilisation was affecting every social project.
