The explanation given by an elderly man as to why he was riding a bicycle on the footpath in Liddel street, Invercargill, recently, had its amusing side. The offender strongly pointed out that he was a ratepayer and that, as such, he was entitled to ride on the footpath if he wished to. At a sitting of the Magistrate’s Court later he was convinced that that was not the case.
