UNO COUNCIL GRANTS SPAIN ACCESS EUSSIAN_OPPOSITION NEW YORK, October 15. Poland sought to bar Spain from access to the International Court of Justice when the Security Council ol the United Nations considered the conditions on which the Court should be Open to States not parties io the Statute of the Court. After the Council had unanimously adopted an expert committee s recommendations on the subject, Dr. Lange, the Polish representative moved that the conditions should not apply to States whose regimes were installed with the help of the armed forces of the countries which fought against the United Nations as long as those regimes were in power.
