NEGOTIATIONS FOR TRADE AGREEMENT LONDON, Sept. 5. The Associated Press correspondent said that M. Bidault and Mr. Bevin opened negotiations for a British-French trade agreement. A communique issued by Mr. Bevin’s headquarters said the discussion furthered the possibility of expanding commercial exchanges to the greatest possible extent.
