PARTIAL BLACK-OUT IN LONDON BREAD BAKING CUT (Rec. 12.40 p.m.) LONDON, Aug. 11. London faces a partial blackout, a shortage of bread, and a cut in industrial output as a result of the strike of 2000 maintenance men or the Gaslight and Coal Co., which is in its fifth day.
