BLACK MARKETING IN SHANGHAI ?

NEW YORK, May 30. The United States Government has been asked to send a special observer to Shanghai to investigate widespread black marketing of UNRRA food. A Government source revealed that less than 10 per cent, of food shipments is reaching the most desperate famine areas inland. Chinese officers have failed to o et. adequate supplies to the Hupeh and Hunan provinces where moi e than 9,000,000 people are reported to he starving. A lack of internal transport is an important factor, but t most serious problem is the Chinese merchants buying up brW supplies and selling them at inflationary prices.
