SHARP PASSAGE
GOVERNMENT AND HOUSE OF LORDS AMENDMENT TO BILL (Rec. 12.35 p.m. LONDON, May 29. A sharp passage occurred' in the House of Lords when the report stage of the Borrowing (Control and Guarantees) Bill, Viscount Addison, Leader of the House, said the Govl ernment had considered the amendment passed in the Lords last week and was firmly of the opinion that it was contrary to the main scheme of the Bill. It would be unable to accept it. (The amendment sought to limit the operation of the Bill, which governs the borrowing of money for industrial development to five years). Viscount Swinton and Lord Salisbury protested against this unusual course. The former said the constitutional course was that the Bill should be passed through the Lords and then any amendments considered by the House of Commons. Viscount Addison answered that he thought it more convenient to make known the Government’s view of the amendment at this stage.. . Lord Salisbury said that Viscount Addison was short-circuiting the normal procedure. “Viscount~Addison says in effect that he knows what the Commons is going to do and,.what he is going to do.” ' ,
