RUSSIAN PLANS INVOLVED INCIDENT CLASH NEAR CHINA COAST (Rec. 11.40 a.m.) WASHINGTON, March 1. It is officially stated’ that two Russian fighter planes recently fired on a United States patrol plane off the China coast, after flying over the Soviet air base at Port Arthur. The plane was damaged but the crew were not injured. The incident led to a series of exchanges between the Americans and the Russians, but the view is generally expressed in the State Department that even though the American pilot may have lost his bearings, he had no legal right to fly . over the area.
