PLEBISCITE PROPOSED.

(Rec. 11.10 a.m.) TEHERAN, An angry chorus of protestarose in the Persian Parliament from supporters of Premier Hakami when the minority leader, Dr. Mosadegh, proposed a plebiscite to allow a change in the constitution, “in order to permit certain reforms and allow negotiations with the Democratic Party in Azerbaijan.” He declared that northern Persia was neglected by the Central Government and suggested the reorganisation of the Government.

A Moscow message says that Persian troops and gendarmes at Reziaeh, Miranda, Ahar and other towns have now completely submitted to the Azerbaijan Government. The Russian Embassy at Teheran has not yet acknowledged applications by foreign newspapermen and a representative of the United States State Department to enter Azerbaijan. British and American correspondents have been seeking admission to the area for the past 10 days.
