slavs suggested that the commission should recommemnd the ...General Assembly to call on mandatory States to take practical steps to conclude trusteeship agreements for approval during .the second part of the first session of the General Assembly. They argued that instead of establishing a temporary trusteeship committee, the Assembly should get the trusteeship council going at the

soonest possible moment. The American delegate pointed out that under the Charter, there, should be a balance of those administering territories and those who did not. There might be difficulty in securing this balance in time before the end of the second part of the General Assembly’s session.. The committee adjourned to study the Jugoslav proposal.
