NATIONAL SERVICE
WASHINGTON, January 17. President Roosevelt told the Press at a conference that he was sending a special message to Congress urging legislation to enact national service. This was because there was an extreme need for manpower both for the Army and for war production The President said he was of opinion that voluntary controls would no longer work.
