NEW YORK, October 25. The correspondent of the “New York Herald-Tribune’’ in Montreal says: “The Empire air technicians began work behind closed doors, it is reported, on plans for air routes within the Empire, and with indications that an agreement to establish a series of regional authorities to control post-war Empire traffic may emerge as the major achievement of the conversations. For reasons of military security even the agenda and technical discussions cannot’be made public.”
