CHANGES ANNOUNCED "LONDON, July 18. Hitler has issued a decree changing the military government of Belgium and northern France into a civilian administration under Gauleiter Grohe (formerly Gauleiter of the Cologne-Aachen region), with the title of Reich Commissioner of the Occupied Territories of Belgium and northern France. The Official German News Agency, announcing this, added: “A special civil commissioner responsible to Grohe will also be appointed for the occupied areas of northern France. Infantry-General Grase will take command of the German troops in Belgium and northern France.” " The decree added: “General von Falkenhausen yesterday handed over the civilian administration to Gauleiter Grohe and military affairs to In-fantry-General Grase. As commander of the German forces in Belgium and northern France, Infantry-Gen-eral Grase will hold an appointment subsidiary to Marshal von Kluge’s. He is likely to be concerned mainly with the static as opposed to the field forces in these areas.”
