FASCISM ABOLISHED

GENERAL’S DECREE

LONDON, July 21. A Press correspondent reports: A proclamation has been posted m Modica and other Sicilian towns, oyer the signature of General Alexander. It states that the Fascist Party is to be dissolved. All discriminatory laws and decrees are annulled. Municipal authorities and those engaged in public services are asked to continue in their duties. The proclamation explains there is a necessity for military occupation and military governorship. It also states: “We are not warring on civilians.'’

MR. CHURCHILL’S STATEMENT

RUGBY, July 21.

Mr. Churchill said in the Commons that plans for replacing the Fascist system in Sicily had long been considered bv the Allies. He explained that General Alexander’s proclamation was of an Allied Military _ Administration under which no political activities by the inhabitants could be tolerated. One of the first objects of the Administration was the elimination of the Fascist system, and it was hoped that once the Sicilians were delivered from the Fascist regime they would, of their own accord, turn towards liberal and democratic ideas. He added that experts qualified in civil administration would assist the Allied military government in running the island.
