NON-PARTY CONFERENCE. (Rec. noon) ALLAHABAD, Dec. 12. The Non-Party Conference Standing Committee has concluded its deliberations with the Indian leaders, which is a preliminary to the proposed All-Party Conference in an effort to secure an agreement upon a united demand for provisional government. The leaders will now consult their organisations upon the proposed solution of the deadlock. AMERICAN DELEGATE. WASHINGTON, December 12. Mr. Roosevelt has appointed Mr. William Phillips, a former U.S. Ambassador to Rome, as his personal representative at New Delhi. Mr. Roosevelt told a Press conference that Mr. Phillips would not carry any special plan or formula for the solution of the Indian problem. Instead, he would carry on regular diplomatic duties.
