MR. ROOSEVELT’S BROADCAST

WASHINGTON, November 15

“Although the alien flag of a treacherous aggressor flies temporarily over the Philippines, it is with supreme confidence in ultimate victory that the United Nations commemorate the birthday of their youngest member,” declared Mr. Roosevelt, broadcasting on the occasion of the seventh anniversary of the Philippines Commonwealth. Mr. Roosevelt added: “The doctrine which controls the ambitions and directs the ruthlessness of our enemies, the doctrine that there is one masterfolk destined to rule all other people, is a doctrine *now on the way to destruction for all time. The history of the Philippines in the last 44 years has provided a pattern for the future af small nations, the common pattern of a global civilisation recognising no limitations of region, creed, or race. Such a pattern was based on two important factors. The first was that there should be a period of preparation through the dissemination of education and recognition of the fulfilment of physical, social, and economic needs; and the second, that there should be a period of training for ultimate independent sovereignty, through the practice of more and more self-government, beginning with local government and passing on through various steps to complete Statehood. The United States did not arrive at full national independence until they had gone through the preliminary stages.”
