CABINET'S RECONSTRUCTION. (Rec. 11.45) SANTIAGO, Oct. 21. The Chilean Cabinet has resigned, in order to give President Rios freedom of action in replacing the For. eign Minister, Barros Jarpa, who advocates continuation of diplomatic relations with the Axis. The resignation resulted from a statement by the United States Un-der-Secretary of State (Mr.. Welles) thaf Axis agents were active in Chile and Argentina. Mass meetings followed. demanding Barros Jarpa’s resignation, and also, a rupture of relations with the Axis. ___
