FRANCO’S NEW SCHEME.
MADRID, July 20
The law laying down the composition of the new' Cortes for Spain is now being promulgated. The Cortes will include representatives of the municipalities, the syndicates of industry, the professions, the universities and the Royal Academies. General Franco will nominate 50 of the members of the Cort es - these being from the ecclesiastical, military, administrative or social hierarchy. He also will designate the first President and Vice-President of the Cortes. The Spanish Press welcomes the new laws as being a considerable advance in the consolidating of the new Spain, and as a harmonising of principles of the Falange with Spain’s glorious tradition. General Franco has decreed reinstating “Marcha Grandera” as Spain s national anthem. It was played until the fall of the Monaschy. A decree defines the natiional salute as “an extended arm, with outstretched hand, raised slightly above head level.”
