CONTROVERSY IN CANADA

NEW YORK, Feb. 14

“The Times’s” Ottawa correspondent says: The forces opposed .to conscription in Canada are gathering strength in the current debate, which is raging around the Government’s plebiscite proposal. Even some of the Cabinet Members, like the Defence Minister, Colonel Ralston, are apparently relapsing into their former anti-conscription attitude. The example of Australia’s plight is being used as the chief argument by the foes of Canadian conscription. The latter assert that Australia would now have been in a better position if she had not allowed the best of her fighting sons to go to Britain and to Africa. Therefore, Canada should concentrate on her home defence.

The political battle on the conscription issue is indicative of a great confusion of mind existing in the country.
