DISSENSION REPORTED. LONDON, August 10. International events and recent administrative changes are encouraging more constructive political tendencies in India, says the Simla correspondent of “The Times.” Even within the Congress Party, there is dissatisfaction with Mr Gandhi’s movement. It is significant that in

the last week of July only 70 members of the Congress .Party courted arrest out of the 800 who took the resistance pledge.

Mr Gandhi’s interpretations of his non-violent philosophy are regarded as unreal in relation to world events. The policies of the party leaders are not hindering'lndia’s war effort. Recruits are flowing info, the army in ever-increasing numbers, and ordnance and industrial plants are producing war materials on an unparalleled scale.
