NEW YORK. August 20

A report from Mexico City says it is confirmed on unimpeachable authority that the Mexican gunboat halted the Herman Frasch under special orders to apprehend the'lndependent candidate in the Mexican Presidential election (General Juan Almazan), who was last reported at Havana. The informant said that the Herman Frasch was halted within Mexican territorial waters and was also searched for arms. He understood that the ship was detained for an hour and allowed to proceed. He said it was feared that General Almazan; who was apparently defeated- in the recent election, would slip into the country and start a revolt. Naval headquarters at San Diego understand that the United States destroyer Stack’ has been ordered' to Acapulco to investigate the incident.
