The following is a summary of the objects of the Bill: — (1) To enable the! (2) To providte for the making and levying of a special rate over the whole of the Board’s rating-area by way of security for such loan, such rate to be levied on the capital value of lands within such rating area. (3) To confer rating and other powers on any Receiver appointed by the Supreme Court- after the Board has. made default in : payment of any principal or interest moneys payable' by it in respect of sugh loan.
