The “'New York Times” Bucharest representative says: Because of a shortage of railway cars, Germany cannot fully take advantage of the re-cently-concluded Roumanian-Russian - German agreement tor the opening of a railway line between Roumania and Germany, through the territory held by Russia. Instead of five trains a day, only three trains daily will be run, each of 45 cars, instead of 60 cars as before arranged.
Germany bought 100 carloads of Roumanian apples in June, whereas only one-third of these were exported, most going rotten. British and German competition to hire Danube barges in Roumania continues. Neither has obtained a majority of'l lie barges.
