CONDITIONS IN WARSAW [BY CABLE —PRESS ASSN. —COPYRIGHT.] PARIS, October 26. Further eye-witness accounts as to conditions in Warsaw reveal that there-is the greatest misery and destruction there. The cost of living is fantastically high. Even dogs are in great demand as food, and are costing 10/- apiece. There is no electric light, no water, and no transport. The Royal Palace, the Bank of National Economy, the Opera House, the Art Gallery, and streets of famous buildings are all wrecked.
