RUSSIAN RELATIONS URGED. [BY CABLE —PRESS ASSN. —COPYRIGHT.] LONDON, October 20. The Tokio correspondent of the British United Press reports that the Japanese Foreign Minister, M. Kichicaburo, explained to the Cabinet the European situation, on the basis of reports from the Japanese Embassies at Rome and Berlin. It is understood that he urged the continuance of Japan’s collaboration with Germany in the belief that Germany will at least be partially victorious. He also urged closer relations with Russia in the belief that Russian support of the Nazis will continue indefinitely. The Minister even seriously considers proposing a Russo-Japanese nonaggression treaty.
