GERMAN GOODS FOR CHILE. SANTIAGO, October 12. The German Ambassador to Chile (Dr. W. von Schoen) has handed the Government a memorandum reiterating Germany’s intention to ship goods to Chile, and suggesting that Chilean importers should take title at neutral ports in order to avoid the blockade. The Government is merely acknowledging receipt of the memorandum. ESTONIAN CABINET. TALLINN, October 12. It is officially announced that Professor Uluots will be Prime Minister in the new Government, and M. Piip Foreign Minister. POLAND’S DEBTS. NEW YORK, October 13. Representative Coller announced that he was requesting the State Department to ask Germany and Russia, “for the sake of record, to pay Poland’s debts to the United Stares, estimated at 280,000,000 dollars.” RED CROSS APPROPRIATION. WASHINGTON, October 13. The Red Cross has announced an appropriation of 1,000,000 dollars tor immediate European war relief. Gifts for this purpose since the beginning of the war total 200,000 dollars, including a Polish Alliance donation of 150,000 dollars. INDIA INTERNS GERMANS. LONDON, October 13. It is officially stated that, out. of 1500 Germans in India, 850 have been interned. Only one escaped. * LATIN-AMERICAN FINANCES. NEW YORK, October 13. Mr. Roosevelt said that plans are being formulated to use the United States idle gold, in order to stabilise the credit facilities of Latin American financial institutions.
