FULL GOVERNMENT CONTROL [PER PRESS ASSOCIATION.] WELLINGTON, September 7. Additional control of exports from New Zealand is contained .in regulations set out in a Gazette Extraordinary issued this morning. The regulations provide that no person shall export any goods from the Dominion without the permission in writing of the Minister for Customs. Persons desiring to export goods shall, at least 10 days before the date of shipnient, apply to the Collector of Customs, at the port of sfiiprherit for pentiissidn. to export. Applicants are requited to furnish particulars of the description, quantity and value of the goods, the port of intended shipment, the name of the intended exporting vessel, the approximate intended date of shipment, the ultimate destination of the goods, and the name. and addf ess of the consignee. The Minister, however* is authorised to use his. discfetlpn to, dispense with the necessity for the above particulars. The regulations will be effective from to-morrow.

“This is another war measure, and is designed to enable full control of all exports,” said the Minister for Customs (Mr. W. Nash). “This is necessary, not only that provision may be made for the Dominion’s requirements; but also that any exportable surplus may be directed to such channels as may be desired. In the case of vessels which have commenced loading, application should be made immediately, and every procedure will be followed to avoid delay. It is necessary, also, for the export entry to be presented, together with the permit and the bill of lading at the Customs House before the shipment of good's. .Bills of lading which have not been presented and stamped by the Customs will not be accepted by shipping companies.” The Minister has decided that in the meantime application for permission to export under the regulations will not be required in respect of goods shipped in normal-quantities to Western Samoa and the Cook Islands. He has also granted permission for tlie exportation of goods by post, provided that they are not exported in the course of trade or business. Trading with the enemj r will not be permitted.
