The Soviet returned, without consideration, a Japanesei Note which- was delivered by Mr. Togo, the Ambassador, on July 16, regarding oil and coal concessions on Sakhalin Island. An answer to the; Note was demanded by Japan, by to-day. M. Lozovsky, Soviet Assistant-For-eign Commissar, told Mr. Togo that the Note was not acceptable to the Soviet, as it contained 1 threats, and was in the nature: of an ultimatum.
