DEFENCE PROGRAMME.

[by CABLE —PRESS ASSN. —COPYRIGHT.] WASHINGTON, January 18. A bill was introduced in the House of Representatives giving the Secretary for War (Mr. H. H. Woodring) blanket authority to provide the Army Air Corps with 6000 aeroplanes as a first step towards the realisation of the President’s defence programme. The War Department will draft eight other bills covering other phases of the programme. COTTON SURPLUS. WASHINGTON, January 18. The Secretary for Agriculture (Mr. H. A. Wallace) announced that he had recommended to the President the convocation of an international cotton conference to develop plans foi the disposal of the huge surpluses and also a conference to deal with Avheat. He said the United States had a record carry-over of 14,000,000 bales cf cotton, of which 11,000,000 bales is heal by the Government, which has made loans of 8.3 cents a pound on it.
