Among various suggestions which are under discussion for overcoming difficulties raised by General Franco’s reply to the Non-Intervention Committee’s plan for the withdrawal of non-Spanish combatants, one that is receiving attention is that Mr Francis Hemming, secretary to the Board of the Non-Intervention Committee, should go to both sides in Spain and endeavour to explain personally the details of the plan.
