'l'lie regulations also provide tor tin inspection of stallions by members oi the committee, who are required to report whether or not in their opinion they are of a type whose progeny would be suitable for military purposes. The Minister will decide after considering the reports of the committee and Government veterinarians whether a subsidy should lie granted in respect of a stallion, and his decision is linal and binding on all parties.
