The Chinese admit the loss of Lingyi, after days of desperate street fighting, but declare the abandonment has strategic advantages. The Japanese have penetrated the new Chinese defensive line, two miles south of Lingyi, and have resumed pursuit of the retreating Chinese. JAP. PREMIER’S STATEMENT, (Recd. April 22, 10.30 a.m.) TOKIO, April 21Prince Konoye said that although the situation in China seemed a deadlock, the reverse was actually the case. Japanese tactics were worked out most cautiously. Japan was not considering a fresh approach to Britain, but thought the changed situation might induce Britain to revise her attitude. He denied that the war situation had created a split in the Cabinet. “OPEN DOOR.” (Recd. April 22, 8 a.m.). SHANGHAI, April 21. Masaji Yoshida, Chairman of the_ Chamber of Commerce, said that Japan was honouring the open door in China. “However, equal opportunity does not mean equal division of interests. The open door means respect for vested interests and recognition of freedom of enterprise. Japanese merchants and industrialists liope to co-operate with. foreigners and Chinese for the promotion of business. This does not mean equal scale and equal results, because there will be a difference in the efforts and resources
