RUGBY. September 16

Sir Samuel Hoare, continuing his visits to prisons, flow yesterday from Norfolk to Devonshire, and inspected the Dartmoor convict prison.

He found the prison comparatively empty, for the present population at Dartmoor is less than 300—one of the lowest figures on record. Thirty years ago there were 1200 prisoners there. Sir S. Hoare had several talks with convicts, and examined lheir work, food, exercise, and cells. He also inspected and addressed a partide of prison officials.
