Dr. Vap Zeeland, Premier of Belgium, has arrived here. He said his principal purpose was to visit Mr. Roosevelt, and to receive an honorary degree at Princetown University. He refused to comment on reports that he will discuss with the President a mission entrusted to him by Britain and France, namely, to explore the possibility of a World Economic Conference
