HITLER’S PROPOSALS

TO REPLACE THE LEAGUE NON-AGGRESSION PACT [BY CABLE —PRESS ASSN. —COPYRIGHT.] (Received March 16, 11.30 a.m.) LONDON, March 15. Although Herr Hitler’s reply has not been published, details from various capitals suggest that apparently he proposes to substitute a FrancoGerman non-aggression pact for the League principle of mutffal assist- ' ance. He also proposes to guarantee Belgian neutrality, whereby Belgium would be relieved 1 of her League obligations. Finally, he proposes to honour France’s alliances with Poland and Czechoslovakia, subject to England and Italy determining whether aggression is committed against them. The French Press unanimously condemns the proposals, as simply a revival of the Four-Power Pact, designed to destroy the League and to paralyse France’s Eastern allies. FRENCH DEFENCE PLANS. ..PARIS, March 15.

M. Daladier, broadcasting an appeal for support for the second portion of the defence loan, which will be issued on March 16, said that £100,000,000 would be spent on defence before December, comprising 46 per cent on the Army, 28 per cent, on the Navy, and 26 per cent on the Air Force. “GLORIOUS OPPORTUNITY.” LONDON, March 15. “To-day, you have a glorious opportunity. The capitalists are in your hands,” declared Sir Stafford Cripps, in a speech at Eastleigh. He added: “Refuse to make armaments and munitions, and they will have to hand the country over to you.”

SPEECH CRITICISED. LONDON, March 15. Sir Stafford Cripps’ speech was criticised in the lobbies. Mr Locker Lampson tabled a motion: That the House z is of opinion that such 7 speeches, inciting revolution and sabotage, are an abuse of the privilege of public speech. Sir S. Cripps’s friends argue that he merely expressed the legitimate view, that the munition factories should be controlled by the workers.
