DARDANELLES QUESTION RAISED

The “Morning Post’s” Berlin correspondent understands that Germany s reply to the British memorandum Is ready. Hitler’s advisers are advocating the convening of the Reichstag, to announce the details. They emphasise that it is Germahy’s last offer. Germany is closely watching tjie Montreaux discussions, and considers it would be discrimination against her, if Russia were allowed to proceed to the Baltic from the Black Sea. If concessions are made to Russia, Geimany will probably demand a revision of the Anglo-German naval agreement,! on the ground that the naval balance of power is upset. British circles do not see any justication for such an attitude. They point out that free egress for her fleet through the Dardanelles has always been Russia’s aim and right. The "Guardian’s” Berlin correspondent reports intensification in the speed of German re-armament, especially in the air, 250 first-line planes being completed each month. The High Command is resolved to have 3,300 first-line planes, and 2,800 reserve planes at the beginning of 1931. Antiaircraft defences are proceeding with similar speed.

The League Council has decided to discuss Danzig. Owing to the gravity of the situation, Mr. Eden asked Mr. Lester, High Commissioner at Danzig, to come to Geneva.
