RELATIONS WITH STATE [BY CABLE —PRESS ASSN. —COPYRIGHT.] LONDON, January 24. The Archbishops’ Commission on the relations between Church and State, which was appointed as the result of the Prayer Book controversy, in its report rejects the disestablishment of the church as a remedy for the church’s present difficulties. The Commission recommends a round-table conference in an endeavour to reach an agreement on the Prayer Book, after which there should be a request for a Parliamentary enactment giving the church new powers in spiritual matters without any submission .to Parliamentary control or approval. It recommends the creation of a final court of appeal of ecclesiastical causes in place of the Privy Council, and also the establishment of a Bishops’ Tribunal to investigate charges and complaints against Bishops.

The report expresses the conviction that the case for the disestablishment of the church is strong, and states that some consider it preferable to an indefinite continuance of the present relationship between the church and the State, but the report says it would be a mistake to assume that the disestablishment of the church would give it freedom of power and develop ment.
