She has organised an excel-lently-equipped arm, but lacks sufficient. competent technical workers,” said M. Stalin in a speech to the Military Academy graduates. “Leaders must, therefore, do their utmost to educate and help to encourage workers, especially those showing ability."
The speech is regarded as heralding a new drive to provide Russia with more skilled workers.
