JUVENILE CRIMINALS

Greater use of the birch-rod in dealing with juvenile offenders, and the keeping of their fingerprints, is advocated by Mr. William Allan. Repoiting on his 1934 inspection of the Western Division of the Constabulary, he declared that in some districts the crimes committed by juveniles were more serious than those committed by adults. , , .. He suggests that the schools should cultivate more esprit de corps regarding what happens outside the school, which is as important as -what happens within. He also advocates the greater use of police dogs.
