The restrictions upon transactions in foreign exchange which had been imposed when the United States Treasury was initiating its attempt to re-' gulate the value of the dollar abroad, were removed to-day by the Secretary to the Treasury, Mr Morgenthau. 'jhe requirement that the Treasury’s permission must be obtained for all shipments of currency and all transfers of credit abroad, was eliminated, and in its stead there was substituted a requirement that those dealing in sums exceeding five thousand dollars in any week shall report to the nearest Federal Reserve Bank, so that a tab might be kept upon the movements of capital. The new order Will permit people to take their money out of the country whenever they desire, without asking the Government for permission.
