MORRO CASTLE FIRE
NEGLIGENCE ON BOARD. [BY CABLE—PRESS ASSN.— -COPYRIGHT.] WASHINGTON, November 7.. The death of 84 passengers and 30 members of the crew of the Morro Castle, which was burned at sea on September 8, was attributed to-day by tho United States Steamboat Inspection Service, to the rapid spread of the fire, tho delay in giving the fire alarm, the ineffectiveness of the fire alarm system, the failure to mark the exits properly, and the delay. Qf . the officers in sending an S.O.S. message.
