A ninety-three page blue book has issued the report of th© inter-Depart-montal Committee on migration, of which Mr. Malcolm MacDonald is chairman. Copies have been sent to all of the Dominion Governments for consideration and for suggestions. The report emphasise the economic recovery must precede a resumption, of migration, for it would be useless to attempt to settle men in the Dominions until markets are assured for their products; but, in anticipating that the present economic difficulties are merely temporary, the Committee says it has examined every aspect of migration with a view ultimately of reaching a common policy and agreed-on methods after consultations with the British and Dominion Governments. Th© Committee expresses the opinion that when an economic recovery has begun, there will be no' reason wh' r British migration to the Dominions should not again reach the figure of 150,000 to 250,000 yearly, and that at a comparatively small expense for the Governments concerned.

FRENCH INCREASE. PARIS, September 6. M. Marquet, Minister of Labour, reports -that the unemplovment in Franco is now at its worst since the war. He has informed Premier Doumergue that the situation is likely to becomo worse in the winter.
