One hundred thousand flood refugees are living in tree tops near Changyuan on the Hopei-Honan border, owing to the houses being washed away by an overflow of the'Yellow River. It is reported that 300 villages are completely inundated leaving the inhabitants destitute of food and clothing. The Government estimates that the floods and drought were responsible for the loss of a thousand million dollars this year, nearly two thirds of the country being affected by the twin perils.
